I did that with a copy of the First Amendment in some upper level undergrad communications class as the initial attention grabber to the class on my speech on the Communications Decency Act of 1996. I passed out a copy of the First Amendment to all the members in the class, printed on nice, parchmenty paper.
As I had everyone read along with me, I got to the end and asked everyone to hold it in front of them and then rip it up as I did. A pretty good portion did.
I think tearing up/burning/destroying an item is more effective as a rhetorical device when it's something that is revered. Tearing up a 1040 isn't exactly in that class.

Now, Sean... As any good politico will be able to tell you, you can do exactly the same thing as someone else, but do it better, and you'll be the one who's remembered for it. Ryan proved that.
Tim made a great speech and had a great idea. But Ryan improved on the "ripping up the speech" idea, and it took me less time to conjure up memories of Ryan than of Tim--even though I voted for Tim and maintained my support for El Presidente Timoteo.
